Los orígenes de dicho establecimiento se remontan a 1868, cuando se creó con el nombre original de Escuela de Aprendices Marineros, denominación que le fue cambiada por la de Escuela de Grumetes en 1876. Tras la interrupción que significó la Guerra del Pacífico fue restablecida en 1887, y funcionó en las siguientes décadas a bordo de buques o pontones la mayor parte del tiempo. En 1921 se trasladó a su actual sede en la Isla Quiriquina, bahía de Concepción, frente a la Base Naval de Talcahuano. En 1968 se le dio el nombre de Alejandro Navarrete Cisternas.
