Este plantel se remonta a un curso formado en 1913 para hacerse cargo de los submarinos Iquique y Antofagasta, que nunca llegaron a entrar en servicio. En 1917 se formó la que se considera la primera Escuela en los Estados Unidos, a bordo de la fragata USS Constitution, a causa de la adquisición de los seis submarinos clase H.
