Este oficial (1846-1909) participó en la Guerra del Pacífico y, al comenzar la Guerra Civil de 1891, se puso a las órdenes del Presidente José Manuel Balmaceda, siéndole asignado el mando de dicho cazatorpedero y de la flotilla gubernamental. Al mando de ésta realizó numerosas incursiones contra la Escuadra congresista, siendo la más destacada la que resultó en el hundimiento del blindado Blanco Encalada, en Caldera.
