Esta institución de educación superior se originó en el legado del magnate Federico Santa María Carrera, quien dictó en 1925 un testamento donde dejaba la totalidad de su fortuna para fundar una Escuela de Artes y Oficios donde ingresasen alumnos meritorios de enseñanza primaria sus egresados tendrían la opción de seguir estudiando en un Colegio de Ingenieros. Al fallecer 1925 su albacea, el empresario y político Agustín Edwards Mc Clure, quien ejecutó las primeras medidas para cumplir el testamento. En 1926 se creó la Fundación Federico Santa María y en 1929 se abrió un concurso para la construcción de una sede, ganado por la oficina del arquitecto Josué Smith Solar e hijos.
