Junto a su gemelo, el Presidente Pinto, formaba parte del programa de renovación de la flota realizado por la administración del Presidente José Manuel Balmaceda. Fue encargado en 1888 a los astilleros Forges et Chantiers de la Mediterranée de La Seyne-sur-Mer, Toulon y, tras diversas demoras, incluyendo las derivadas de la Guerra Civil de 1891, entró en servicio en abril de 1892. Estos buques desplazaban 2.080 toneladas, podían desarrollar una velocidad de 17nudos y su armamento se componía de cuatro cañones de 6 pulgadas (150mm) en montajes individuales, dos de 4”,7 (120mm), cuatro Hotchkiss de 37mm y tres tubos lanzatorpedos de 14”.
