Este jefe naval (1865-1930) fue uno de los marinos chilenos más destacados de la primera mitad del siglo XX. Tomó parte en la Guerra Civil de 1891 al mando de un destacamento de artillería de desembarco en épocas posteriores, es recordado por su enérgica actuación como jefe de plaza de Valparaíso, tras el Terremoto de 1906. Entre sus comisiones destacadas cabe mencionar el traer a Chile la flotilla de los primeros submarinos con que contó la Armada, en 1918, y en 1921, nuevas unidades para la Escuadra, encabezadas por el acorazado Almirante Latorre.
