De origen inglés, Simpson sirvió bajo las órdenes de Lord Cochrane en las campañas por la Independencia, incluyendo la Expedición Libertadora del Perú y la expedición a las costas de México posteriormente, participó en las dos campañas a Chiloé, en 1824 y 1826. Entre las comisiones que realizó en los años de paz que siguieron, destaca el primer levantamiento hidrográfico realizado por la Armada, en 1834. Tomó parte activa en la Guerra contra la Confederación Perú-Boliviana de 1836-1839, siendo su actuación más sobresaliente el haber mandado la división naval chilena que triunfó en el Combate Naval de Casma del 12 de enero de 1839. Entre los hitos de su carrera naval posterior pueden mencionarse la supervisión de la construcción y viaje a Chile de la corbeta a vapor Esmeralda (1854-1856), y el haber sido Comandante General de Marina en dos ocasiones. De origen galés, Bynon sirvió en la Marina de Chile a partir de 1819 durante las campañas de la Independencia, hallándose en acciones como la toma de Valdivia (1820) y la última campaña a Chiloé, en 1826. Ese año entró al servicio argentino, tomando parte en la Guerra del Brasil o Guerra Cisplatina de 1825-1828, y en 1835 volvió a Chile, tomando parte en la Guerra contra la Confederación Perú-Boliviana de 1836-1839. Durante este conflicto fue comandante de la corbeta Libertad, fue jefe de una división bloqueadora del Callao y se destacó con la captura de la corbeta Confederación, en 1838. Posteriormente ocupó diversos cargos, incluyendo el de Comandante General de Marina interino, en 1872 fue ascendido a Contralmirante y en 1880 a Vicealmirante.
