El Capitán de Fragata Don Lautaro Rosas, fue Subdirector de la Escuela Naval entre los años 1916 a 1920. En este período “además de destacar por su carácter emprendedor, se preocupó también por suavizar el severo régimen disciplinario escolar y promover la vida social de los cadetes” (Merlet,E. 2013).
