Formaba parte de una flotilla de diez barcazas adquiridas en 1947 en los Estados Unidos, de las cual seis eran LCI (Landing Craft Infantry, embarcaciones de desembarco de infantería). Habían sido construidas en 1943, tenían un desplazamiento de 385 toneladas, 15 nudos de andar, armadas, al igual que las anteriores, con 4 ametralladoras de 20 mm y con una capacidad para transportar 220 hombres. as gemelas de la Eduardo Llanos eran: Cabo Bustos, Grumete Bolados, Grumete Díaz, Grumete Téllez y Soldado Canave.
