Junto a su gemelo el Condell (2°) formaban parte del llamado Plan Centenario de renovación de la flota, y entraron en servicio en 1914. Desplazaban 1.430 toneladas, tenían un sistema propulsor de cinco turbinas que les permitían alcanzar una velocidad máxima de 31.5 nudos, y su armamento estaba constituido por 6 cañones de 4 pulgadas (102mm), dos ametralladoras y seis tubos lanzatorpedos de 18” (457mm). Junto a su gemelo, el Presidente Errázuriz, formaba parte del programa de renovación de la flota realizado por la administración del Presidente José Manuel Balmaceda. Fue encargado en 1888 a los astilleros Forges et Chantiers de la Mediterranée de La Seyne-sur-Mer, Toulon y, tras diversas demoras, incluyendo las derivadas de la Guerra Civil de 1891, entró en servicio en septiembre de 1892. Estos buques desplazaban 2.080 toneladas, podían desarrollar una velocidad de 17nudos y su armamento se componía de cuatro cañones de 6 pulgadas (150mm) en montajes individuales, dos de 4”,7 (120mm), cuatro Hotchkiss de 37mm y tres tubos lanzatorpedos de 14”.
