Este buque constituía clase con su gemelo el Constitución, y ambos fueron encargados por Chile durante el período de tensiones fronterizas con Argentina de principios del siglo XX. El Constitución fue construidos en los astilleros Armstrong de Elswick, Newcastle-on-Tyne. Tras el acercamiento logrado con los llamados Pactos de Mayo de 1902 y su consiguiente compromiso de reducción de armamentos, ambos buques fueron vendidos a Gran Bretaña, siendo bautizado el Constitución HMS Swiftsure y el Libertad HMS Triumph.
