Junto a su gemelo el Condell (2°) formaban parte del llamado Plan Centenario de renovación de la flota, y entraron en servicio en 1914. Desplazaban 1.430 toneladas, tenían un sistema propulsor de cinco turbinas que les permitían alcanzar una velocidad máxima de 31.5 nudos, y su armamento estaba constituido por 6 cañones de 4 pulgadas (102mm), dos ametralladoras y seis tubos lanzatorpedos de 18” (457mm).
