Este oficial (1861-1958) nació en el departamento minero de Cachanlagua, Ovalle, y en su adolescencia ejerció diversos oficios, como el comercio. Al estallar la Guerra del Pacífico en 1879 se enroló en la Marina como grumete, fue destinado a la corbeta Esmeralda, y participó en el Combate Naval de Iquique del 21 de mayo de ese año. Sobrevivió al mismo, fue hecho prisionero por los peruanos, posteriormente liberado y siguió participando en las fases posteriores del conflicto como parte de la dotación de diversas unidades, entre ellas el monitor Huáscar. En años posteriores volvió a la vida civil, se estableció en La Serena y, tras décadas de olvido, comenzó a recibir sucesivos reconocimientos en su condición de veterano de Iquique. Primeramente fue ascendido a Suboficial, posteriormente a Teniente de Mar y, en 1941, se le concedió el grado de Capitán de Fragata. Finalmente, en 1953 fue ascendido a Vicealmirante durante años asistió a las ceremonias del Día de las Glorias Navales, siendo el último sobreviviente de la dotación de la corbeta Esmeralda. Falleció en Valparaíso en 1958, a los 97 años, y sus restos fueron sepultados en la Cripta del Monumento a la Marina de Valparaíso. Reproducción de una fotografía en placa de vidrio. Al fallecer el almirante Juan José Latorre, el 9 de julio de 1912, se resolvió dar su nombre al primero, en tanto que el Santiago sería rebautizado Almirante Cochrane.
