Pueden apreciarse sus dos torres triples de artillería proeles, con piezas de 6 pulgadas (152mm). Ex USS Brooklyn, era cabeza de la clase homónima de nueve unidades construidas para la Armada de los Estados Unidos (U. S. Navy), y terminadas entre 1937 y 1939. El USS Brooklyn entró en servicio en 1937 y tuvo una activa participación en la Segunda Guerra Mundial, principalmente en el teatro de operaciones el Mediterráneo. Junto a su gemelo el USS Nashville fueron adquiridos por Chile en 1951, y rebautizados O’Higgins y Prat, respectivamente. El O’Higgins fue dado de baja y enajenado en 1991. Fue construido por ASMAR en Talcahuano y entregado al servicio en enero de 1966, con el fin de entregar asistencia médica y dental a zonas aisladas del sur de Chile, particularmente Chiloé Insular y Continental y Aysén. Su nombre recuerda a Pedro Regalado 2° Videla, cirujano de la goleta cañonera Covadonga, muerto a consecuencia de sus heridas en el Combate Naval de Punta Gruesa del 21 de mayo de 1879.
