Para la jornada del 21 de mayo de 1879 era teniente 1° y oficial de detall de la goleta cañonera “Covadonga”. Durante el Combate Naval de Punta Gruesa contra la fragata blindada “Independencia” tuvo una destacada actuación dirigiendo una de sus piezas de 70 libras. El desempeñarse como cabo de cañón fue un favor especial que le solicitó a su comandante Carlos Condell, el que le fue concedido. Los orígenes de dicho establecimiento se remontan a 1868, cuando se creó con el nombre original de Escuela de Aprendices Marineros, denominación que le fue cambiada por la de Escuela de Grumetes en 1876. Pertenecía a una familia de marinos, siendo hijo del vicealmirante Robert W. Simpson, oficial naval de origen británico. Enrique Simpson había destacado como oficial artillero y por sus trabajos hidrográficos durante la primera fase del conflicto de 1879 tuvo el mando del blindado “Almirante Cochrane”. El crucero protegido Blanco Encalada fue comisionado para ir a buscar los restos mortales del fallecido mandatario a dicho puerto. Arribó de vuelta a Valparaíso el 2 de febrero de 1911.
