Este jefe naval (1863-1931) fue uno de los marinos chilenos más destacados de la primera mitad del siglo XX. Egresó de la Escuela Naval en 1883, tomó parte en la Guerra Civil de 1891, y entre sus mandos de unidad destaca el de la Corbeta General Baquedano en su viaje de instrucción de 1906. En 1910 fue ascendido a Contralmirante, en 1915 fue nombrado jefe de la Oficina Hidrográfica y en 1916 asumió como director de la Escuela Naval, lo que alternó con ocupar en diversas ocasiones la Dirección General de la Armada, en calidad de subrogante. En 1919 fue ascendido a Vicealmirante, y entre 1922 y 1924 fue Director General de la Armada en propiedad. Durante el período de inestabilidad política a partir de 1924 integró la Junta de Gobierno, y en dicho año también se le concedió el retiro absoluto.
