Las obras de este plantel, ubicado cerca del acceso al Apostadero Naval, se iniciaron en 1909, contemplando sus instalaciones facilidades e instalaciones de toda clase para el aprendizaje de esta especialidad. Dicha Escuela comenzó sus actividades en 1912, y a partir de 193 también funcionó allí, por un breve lapso, la Escuela de Mecánicos. Entre 1928 y 1940 funcionó en esta sede la Escuela de Artillería.
